Job Description

The Municpality of Central Elgin is a progressive, growing urban and rural municipality located on the shores of Lake Erie in the heart of Southwestern Ontario. The Municipality is home to 13,000 living in both an urban and rural environment.

Currenlty, the municipality is seeking a progressive, eager, and initiative taking individual to be a part of the Central Elgin team.

Reporting to the Deputy Treasurer/Manager of Finance, the Utility Billing and Municipal Drain Coordinator will assist the Financial Services Department with administrative support and provide utility billing for the Municipality.

Principal Responsibilities:
   » Responds to all customer inquiries, requests and/or complaints both over the telephone and at the counter dealing with water/wastewater and municipal drain billing.
   » Scheduling of all water/sewer connection inspections with builders, property owners, etc.
   » Represents the Municipality by providing and maintaining a high level of customer service to the public with courtesy, efficiency, and respect.
   » Attend meetings when required to take notes and prepare minutes for meetings.
   » Administrative support for Financial Services as well as the Water & Wastewater Department.
   » Assists the Water & Wastewater Department with the development of reports and the drivng water quality management system. Utility Billing:
   » Maintains and updates contact information on Municipal water/wastewater Customer Accounts.
   » Prepares, processes, and distributes water/wastewater bills for delivery and consumption of municipal water and wastewater.
   » Responsible for processing and delivery of water arrears notices and water shut off notices according to established collection policies and procedures, and solicits payment from delinquent accounts.
   » Responsible for the setup of meter reading equipment to ensure accurate billings.
   » Scheduling of all water/wastewater conenction inspections with builders, property owners, etc.
   » Working with customers to schedule appointments to install and/or repair remotes and water meters.
   » Responsible for final readings and billings when property ownership changes, including proper forwarding mailing addresses and separtate Pre Approved Payment due dates.
   » Responsible for processing billing penalties and monthly interest on accounts.
   » Assist other departments as necessary. Municipal Drains:
   » Support the Superintendent and Engineers by providing information on properties within watersheds.
   » Using the drainage report, building the drains in the drainage software for billing puposes.
   » Prepares, processes, and distrubutes municipal drain billing for repairs and construction of drains.
   » Mailings of all notices to landowners for site meetings and council meetings pertaining to municipal drains that involve their land within the watershed of the municipal drains. Minimum Qualifications:
   » expertise of general office and vairous accounting procedures.
   » Developed organizational and attention to detail expertise in order to complete assigned tasks in a timely, efficient, and accurate manner.
   » Able to be polite, provide courteous service to customers, and assist at the counter in taking payments and forwarding requests to the appropriate department.
   » Excellent communication and public relations expertise to deal tactfully with the public and other municipal employees.
   » High School Diplma or equivalent. Work Schedule:
   » Works a normal 35-hour workweek consisting of five days from 8:30 am to 4:30 pm, with one-hour lunch break.
   » May on occasion be required to work additional hours to complete assigned tasks.
