Summary of tasks:



Reporting to the Financial agent, the Financial Analyst ensures the accurate and timely provision of social housing financial information and analysis. Responsible for providing a variety of tasks including financial and statistical analysis, benchmarking, performance monitoring and forecasting. Assists with the preparation of the Division budget estimates, Provincial budget requests, monitoring and control of expenditures and subsidy claims. Provides various financial and statistical reports and technical accounting support for internal and external customers with quality customer service.

Work Performed:



Analyzes, reconciles the funding and evaluates Housing Providers financial position and operational effectiveness by reviewing Housing Provider Information Returns (AIRs), audited financial statements and other financial information/reports in conformity with Housing Division policies and procedures and legislated requirements.

Provides a comprehensive audit review to ensure the appropriate use of subsidies and compliance with program requirements; analyzes expenditure and revenue trends; identifies potential problems, and irregularities. Presents findings and recommendations to the Financial agent. Provides the settlement letter with the approved subsidy and surplus reconciliations; including recommendations and requirements of corrective action to be taken by the Housing Provider to meet local policies and legislated requirements.

Reviews and recommends Housing Provider's annual subsidy estimation/advance and other funding requests to ensure compliance with Provincial legislation, regulations, local policies and internal practices. Performs accounting, analysis, research, and reconciliation related to Housing Provider's operating and capital budget development, monitoring and financial processes and advises Financial agent of any problems or potential problems and recommends course of action.

In conjunction with the Financial agent, Program agent and Technical Support agent, conducts planned operational reviews and other special assignment audits of social housing providers. Evaluates and recommends improvements to operating and internal controls of the Housing Providers to ensure financial integrity and program and legislative compliance. Identifies issues and problems or potential problems of a financial nature and develops options and recommendations to resolve these concerns. Assists with the implementation of approved risk management strategies.
Review and recommends Lower End of Market (LEM) rental charges submitted by Section 95 Federal Non-Profits annually to ensure financial vicapability and continuing success of Federal Non-Profits
Provides guidance and instruction to Financial Clerk to maintain the accuracy and quality of work provided.

Assists with the preparation and development of the Housing Division annual budget.

Assists with the preparation of financial reports for applicable programs to Committee and Council as required.

Assists with the development of Housing Division administrative and financial policies and procedures including the development, control and maintenance of new financial management reports, forms, worksheets, statistics and forecasts to provide the necessary information and tools to ensure the efficient and effective operation of the Division.

Ensures that services provided meet City of London customer service standards by providing quality customer service by telephone, electronic mail and in person, responding to financial related inquiries and complaints with respect to social housing funding and subsidy estimation information.

Deals with processing financial problems and issues raised by Housing Providers, Auditors, Property Managers or other social housing stakeholders.
Provides financial assistance and advice to Housing Providers, their auditors and management in regards to the required annual returns, audited financial statements and annual reports.

Acts as a backup to the Financial agent and Financial Clerk in their absence within the provisions of the applicable collective agreement.

Performs other tasks as assigned, in conformity with Department and Division objectives.

Qualifications:



Minimum three year college diploma in accounting, OR a degree with completion of modules 1, 2, 3, 4, 5.1, 5.2, 6, 11, and 12 of the CPA PREP program or equivalent.

Two years related practice in a general accounting field and in developing spreadsheet and/or database applications for financial analysis and reporting.

Specialized Training & Licenses:



expertise of general accounting practices and procedures in a computerized accounting environment.

Mathematical aptitude and analytical expertise applicable to various financial and accounting functions.
Good expertise of general office procedures including records management.

Computer literacy in a Windows environment utilizing Microsoft Office applications, word processing, spreadsheet and database software with intermediate proficiency in spreadsheet applications.

Familiarity with related City of London programs, policies and procedures governing accounts payable and receivable.

expertise of and demonstrated capability in corporate core competencies including customer service, communication, team work, initiative/self management and accountcapability, and flexibility/adaptcapability.
capability to work outside normal business hours as required on occasion.

Compensation & Other Information:



$52,264 - $74,595 (Level 11)
This posting is for 1 permanent full-time position.
Current hours of Work: Monday - Friday from 8:30 a.m. to 4:30 p.m.
Work Arrangement: Hybrid. Subject to change in conformity with business requirements.
These hours of work are subject to change in conformity with the Collective Agreement and may include evening hours and Saturdays.
